He was born on 21-03-1938 in Koya.
He received his PhD in Philosophy from Al-Azhar University in Cairo, Egypt.
From 1969 to 1972 he taught at the University of Basra, Basra, Iraq.

In 2005, he was the head of the Kurdistan Alliance faction in the Iraqi parliament, deputy chairman of the Iraqi constitutional drafting committee and later deputy chairman of the Iraqi constitutional amendment committee.
In addition to his mother tongue, he speaks Arabic, Persian and a little English.
He has participated in several committees for master's and doctoral theses in Kurdistan universities.
He has published a book entitled (The Safa Brothers - Their Philosophy and Their End).
He has published several articles in Kurdish and Arabic newspapers.
He is the owner of Kurdistan New newspaper.
He is married and has five daughters.
