In 2010, he was elected as a member of the leadership council of the Kurdistan Democratic Party (KDP) in the 13th congress. In 2017, he became the head of the committee of the 24th branch of Safin.
Hiwa Ahmad Mustafa was born in 1969 in Qaladze, Ranya. In 2017, he obtained a Bachelor of Arabic Language. He is fluent in Kurdish, Arabic and Persian.

Hiwa Ahmad Mustafa joined the ranks of the Kurdistan Democratic Party (KDP) in 1992 and was appointed director of security in Ranya with the rank of lieutenant. In 1993, he was appointed as the executive committee of the eleventh branch of the Kurdistan Democratic Party (KDP) in Ranya.
He was a delegate to the 11th (1993) and 12th (1999) congresses of the PKK. In 2010, he was elected as a member of the leadership council of the Kurdistan Democratic Party (KDP) at the 13th congress.
In 2001, he was the political advisor to the Minister of Interior in the fourth cabinet of the Kurdistan Regional Government. In 2004, he was in charge of the protection committee of the third branch in Kirkuk, the fifteenth in Khanaqin, the twenty-second in Garmian and the nineteenth in Chamchamal.
In 2010, he was the head of the committee of the fourth branch of Sulaimani and in 2017, he was the head of the committee of the twenty-fourth branch of Safin of the KDP.[1]
