He was born in 1950 in Karitani village of Dibga township of Erbil province. He graduated from Baghdad University with a bachelor's degree in Kurdish. In 1970 he joined the Kurdistan Marxist-Leninist Committee. From 1974 to 1975 he became a Peshmerga in the September Revolution.
In 1975, he was imprisoned by the Ba'ath regime along with Khala Shihab, Jaafar and several other leaders of Komala. He remained in prison until 1978. After his release in 1979, he returned to the mountain struggle and became a Peshmerga.
After the Kurdistan People's Uprising, he worked in several different institutions of the Patriotic Union of Kurdistan (PUK) and played many roles and responsibilities, including (Head of the Press Bureau and the Organization Bureau) and many other responsibilities.
In 1992, he was the first editor-in-chief of Kurdistani Nwe, a daily newspaper. In 1992, he was elected a member of the leadership of the Patriotic Union of Kurdistan (PUK) at its first congress.
From 1993 to 1996, he was in charge of the Erbil Organizational Headquarters, then in charge of the Organizational Bureau for 10 years. In the 1990s, he was the Minister of Education for several years.
He received his master's degree from Sulaymaniyah University in 2000 and his doctorate in Kurdish literature from the same university in 2003. He was also a member of the first session of the Kurdistan Parliament. He was deputy speaker of parliament for two years. He was elected as the new speaker of the Kurdistan Parliament on 15-02-2012.
