Türkiye Kürt sorununu, kökleri modern Türkiye Cumhuriyeti'nin ilk günlerine kadar uzanan geleneksel bir davranışla, onların varolduğu gerçeğini değiştirmeye çalışarak çözdü. Bununla birlikte, ilk başlarda, Osmanlı İmparatorluğu'nun çöküşünden hemen sonra yeni parlamento kurulduğu zaman, Kürtlerin self-determinasyon hakkı üzerine hızlı bir tartışma vardı. Parlamento'da kullanılan ifadeyle Kürt ulusu ve Kürdistan demek, Türkiye'den ve Türklerden bahsediliyormuş kadar doğaldı. 10 Şubat 1992'de Türk parlamentosunda 373'e karşı 64 oyla otonom Kürdistan'la ilgili aşağıdaki sözleri veren bir kanun geçti:
Türkiye Büyük Millet Meclisi, uygarlık talepleri uyarınca Türk ulusunun ilerlemesini garanti etme hedefini gözönünde tutarak Kürt ulusuna kendi geleneklerine uygun bir idare kurulmasına başlar.
