دوێنێ هەینی #ئومێد خۆشناو# پارێزگارى هەولێر ڕای گەیاند لەسەر بودجەی پارێزگای هەولێر، ڕەزامەندی درا بە خەرجکردنی بڕی 200 ملیۆن دینار بۆ دابینکردنی پێداویستی و نۆژەنکردنەوەی #قەڵای هەولێر#، کە یەکێکە لە پێگە شارستانییە بەرچاوەکان و خاوەنی شێواز و تەلارسازی و کارەکتەرێکی بیناسازی گرنگە و بە درێژایی 6000 هەزار ساڵ شوێنی نیشتەجێبوون بووە.
ئەوەشى ڕاگەیاندووە کە جگە لەو بودجە دیاریکراوە، لە ئێستادا دوای ژێرخاککردنی کارەبای قەڵات لەپێناو جوانتر نیشاندانی سیمای جوانی قەڵات و ئەو شوێنەوارە مەزنە کە مایەی شانازی گەلەکەمانە، دەست کراوە بە نۆژەنکردنەوەی شەقامی سەرەکیی نێو قەڵات و بڕیاریشە لە ماوەیەکی نزیکی داهاتوودا لەسەر قەڵای هەولێر چەندین ڕێستۆرانت و چێشتخانە و کافێ بکرێتەوە و ببێتە شوێنێکی گرنگی گەشتیاری نێو سەنتەری شاری هەولێر، تاکوو ڕۆژانە و بەتایبەتی لە کاتی بۆنە و ئاهەنگەکاندا ژمارەیەکی زۆر لە گەشتیاران و هاووڵاتییان ڕووی لێبەکەن.
جێی باسە، قەڵای هەولێر بازنەیی ڕووتەختە، ڕووبەری 102 هەزار و 190 م2 و کەوتووەتە نێوەڕاستی شاری هەولێر، 415م لەسەر ‌ئاستی ڕووی دەریا بەرزە و 26م و 25سم لە ئاستی ڕووی شاری هەولێر بەرزترە‌، کە لە بەرزترین شوێنی، دەگاتە نزیکەی 30م.[1]
