$Biography$

Lawyer and politician Fazil Mutni Alikhan, also known as Fazil Mirani, joined the ranks of the Kurdistan Democratic Party (PDK) in 1966. He was a delegate to the seventh (1966), and eighth (1970) congresses, and in the ninth (1979), tenth (1989), eleventh (1993) and twelfth (12th) congresses. In 1999, he was elected a member of the Central Committee and later a member of the Political Bureau. In 2010, he was re-elected as a member of the leadership council and secretary of the political bureau of the Kurdistan Democratic Party (KDP) at the first meeting of the leadership council proxy. He was the Minister of Interior in the third and fourth cabinets in 1997, he was appointed acting deputy prime minister of the Kurdistan Regional Government (KRG). He holds the Barzani Medal.
Fazil Mirani was born in 1948 in Mosul. In 2000, he received a bachelor's degree in law from the College of Law, Salahaddin University, Erbil. He was the Minister of Interior in the third and fourth cabinet, In 1997, he was appointed acting Deputy Prime Minister of the Kurdistan Regional Government in the third cabinet. He is fluent in Kurdish, Arabic, English, Turkish and Persian.

$Political Struggle$
Fazil Mirani joined the ranks of the Kurdistan Democratic Party (PDK) in 1966. He was a delegate to the seventh (1966), and eighth (1970) congresses, and in the ninth (1979), tenth (1989), eleventh (1993) and twelfth (12th) congresses. In 1999, he was elected a member of the Central Committee and later a member of the Political Bureau. In 2010, he was re-elected as a member of the leadership council and secretary of the political bureau of the Kurdistan Democratic Party (KDP) at the first meeting of the leadership council proxy. During his career in the ranks of the Kurdistan Democratic Party (KDP), he received several duties and responsibilities, such as Head of the Akre Regional Committee of the First Branch Committee (1979), Administrator of the First Branch Committee (1970), Administrator of the Third Branch Committee (1973), Member of the Organization Bureau (1975), Executive of the Seventh Branch Committee of the United States (1977), Head of the Organization Bureau (1979), Head of the First Branch Committee (1991), Secretary of the Political Bureau (2004)...etc.
In 1975, after the collapse of the September Revolution, he moved to Iran as a refugee. In the same year, he was contacted by Comrade Masoud Barzani to prepare for the May Revolution. He immigrated to the United States in 1977 as a refugee.
In 1988, he was elected as a member of the Executive Bureau of the Kurdistan Front and participated in the legend of Khawkurk against the Iraqi army. In 1991, he led the uprising in Badinan and was in charge of the Kurdistan Front in Mosul-Duhok. He was the Minister of Interior in the third and fourth cabinets of the Kurdistan Region. In 1997, he was appointed acting Deputy Prime Minister of the Kurdistan Regional Government. In 2010, he was awarded the Barzani Medal by President Masoud Barzani for his struggle and resistance in the September Revolution, the May Revolution, the South Kurdistan Uprising, and the sovereignty phase.[1]
