نویسنده و مترجم کورد زبان جلیل عباسی در تاریخ 06-07-1962 در اورامان لهون به دنیا آمده. وی در سال 1978 فعالیت شعری خود را آغاز کرد و در سال 1981 به مرحله ای جدیدی از شعر رسید.
این پژوهشگر ادبی و تاریخی یکی از بنیانگذاران
• شورای ادبی مریوان
• جبهه مدافعان جامعه مدنی – کوردستان (جمجمک)
• انجمن نویسندگان کوردستان – نروژ
• مرکز آوِستا
• مؤسسه یسنا
• هیئت روچنه برای لغت نامه اورامان
بوده است. وی عضو هیئت مدیره مرکز نویسندگان کورد در نروژ، و عضو کمیته احیای پاسوک است. جلیل عباسی به عنوان روزنامه نویس در رادیو و صدا و سیما (سنندج و مریوان، گولان) روزنامە (کیهان) مجله (کاروان و رامان، نو (نوێ)، گولان) در جنوب کوردستان بزرگ فعالیت داشته است.
این نویسنده نامی کورد عضو هیئت نویسندگان و سردبیر،و رئیس بخش ادبی مجلات و روزنامه های چون: زریبار، تیشک، کاروان، ققناس، نو، پیژه، شارو، اورامان بوده. همچنین کارشناس فرهنگی وزارت فرهنگ و جوانان بوده است.
