سیروان سیرینی
لە ساڵی (1966) لە شاری ڕواندز لە دایک بووە. باوکی خەڵکی دێی بەرسیرینە کە کەوتۆتە ڕۆژهەڵاتی سەرووی ڕواندز خوێندنی سەرەتایی و نێوەندی لە ڕواندز تەواوکردووە. دەرچووی پەیمانگای هونەرە جوانەکانی (موسڵە) لە ساڵی 1991 ژیانی هاوسەری پێک هێناوە خاوەنی سێ منداڵە.. سیرینی لە ساڵی 1999 ڕوو دەکاتە ئەمریکا درێژە بەخوێندن دەدات. دوواین پلەی خوێندنی بە دەست هێنانی بڕوانامەی ماستەر بوو Master’s of Art in Education)
دوای (10) ساڵ مانەوەی لە ویلایەتە یەکگرتوەکانی ئەمریکا. لە ساڵی 2009 دەگەرێتەوە. ئێستا قایمقامی قەزای ڕواندزە لە ڕۆژی (18-03-2009) لەلایەن سەرۆکایەتی هەرێم و حکومەتی کوردستان ئەم پایەی پێ بەخشراوە. ڕۆژی مەراسیمی لەلایەن سەرجەم دام و دەزگاکان و خەڵکێکی زۆری دەڤەری ئەم سنوورە پێشوازیان لێ کرد. خواستی ئەم قایمقامە ئەمەیە کە لە ئایندەدا بتوانێت لە ئاست ئەم پێشوازیە گەرمە دابێت و خزمەت بەم شارە بکات.
بۆ يەکەمجار توێژینەوەی دکتۆرای لەسەر ڕەوشی پەروەردەی هەرێمی کوردستان لە زانکۆي (مالايا) کوالا مپور- ماليزيا، بە پلەی ناياب بەدەست هێنا.
ناونيشانی دکتۆراکە بريتييە لە: (ئاستەنگەکانی بەردەم دانان و جێبەجێکردنی سياسەتی ستراتیژی پەروەردەي و پێشخستنی ڕەوشی پەروەردەی هەرێمی کوردستان _ عێراق).
لە دووتوێی ديراسە مەيدانيەکەيدا، سیروان سيرينی، تيشکی خستۆتەسەر ئاستەنگ و هۆکارەکانی لاوازی سێکتەری پەروەردە و کزی کوالێتی ئاستی زانستی کە کاريگەری ڕاستەوخۆی هەيە لە بەرەو پێشخستن و چاککردنی سێکتەری پەروەردە و پرۆسەی گەشەپێدان و پێشوەبردنی کۆمەڵگە و حکومەت.
سیروان سيرينی تيشکی خستۆتە سەر پۆڵەسی (سياسەت)ی بواری پەروەردە کە سەلماندويەتی تەواوی وڵاتانی پێشکەوتوو لە جيهاندا وەک (ئەمەريکا و ژاپۆن و ئەڵمانيا و ئەوروپا بە گشتی و.. هتد)، هەموويان فۆکسيان خستۆتە سەر ئەم سێ سياسەتانە و بە پلانی تۆکمە کاريان لەسەر کردوون و بايەخيان پێداون.
بۆيە پێشڤەچوونی بەرچاويان بەخۆوە بينيووە و پۆلەسيەکانيش ئەمانەن: يەکەم/ Teacher Quality Improvement (TQI) پێشخستنی کوالێتی مامۆستا (تحسين جودة المعلم). دووەم/ بايەخ دان بە TVET واتە خوێندنی کۆليژەکانی تەکنيکی و هونەری لە پێناو ڕاهێنانی گەنجان لەسەر کارکردن بە شێوازی زانستی و کردەيی تا ڕۆڵی کارا بگێرن لە پێشخستنی وڵاتەکەيان.
سێیەم/ پێشخستني سەرچاوەی مرۆيی HRD، ئەم پۆلەسیيە پەيوەندی بە هەردوو پۆلەسيەکانی سەرەوە هەيە، کە چۆن حکومەت بتوانێت وەبەرهێنانی زانستيانە لەم بوارانەدا بکات.
