He was born in 1949 in Erbil to a religious family.
He holds a bachelor's degree in accounting.
He was arrested in 1971 by the Baghdad Public Security and arrested several times for political activities by neighboring countries.
In 1963 he joined the Kurdistan Democratic Party (KDP) and from 1971 to 1974 he was in charge of the students of Mustansiriyah University. He joined the revolution in 1974 due to the breakdown of relations between the revolution and the Ba'ath regime. In the same year, he participated in the establishment of the September Revolution Financial Institution.
He was one of the founding members of the Kurdistan Socialist Party and on 08-08-1979 he became a member of the leadership of the Socialist Party and played a significant role in the general reconciliation and the establishment of the Kurdistan Front.
Between 1979 – 1992 he played a significant role in foreign relations with political, Arab, and international forces in Paris, London, Washington, Damascus, Cairo, Sweden, and several other cities.
He has participated in dozens of international and regional conferences.
In 1995, he became a member of the leadership of the Kurdistan National Union (KNU) and head of the 3rd headquarters in Erbil.
He participated in most of the meetings to resolve the civil war and played an important role in the meetings of peace and unity in Tehran, London, and Damascus, and played a significant role in the signing of the Ankara Agreement in
He was the representative of the Kurdistan National Union (KNU) in Cairo for three years and was one of the organizers of the Kurdish-Arab dialogue held in Cairo in 1998.
He has published dozens of articles in Kurdish and Arabic newspapers and magazines.
He has published two books titled (العلاقات العربیة الکوردیة) and (حوار العربی الکوردی).
In 1999, he was appointed Minister of Municipalities, Minister of Finance and Economy and Deputy Prime Minister of the Kurdistan Regional Government.
He was re-elected as a member of the leadership and then as a member of the Political Bureau at the second congress of the Kurdistan National Union (KNU).
He has escaped three times: In 1974 he escaped the bombings of Choman, on 24-11-1987, he was poisoned by the Ba'ath regime's intelligence in Marga areaand tree of his comrades were martyred and he was taken to hospital for treatment, in 2004, he was seriously injured in the terrorist attack in Erbil on #01-02-2004#. He remained under medical care for four months.
He speaks Kurdish, Arabic, Turkish, Persian, English and French.
On #04-06-2005#, he was elected speaker of the Kurdistan Parliament after the second round of elections.[1]
