Irak ernennt Abdul Latif Raschid zum neuen Präsidenten

Das irakische Parlament hat den kurdischen Politiker #Abdul Latif Raschid# (#YNK#) zum neuen Präsidenten ernannt. Der 78-Jährige beauftragte Mohammed Schia al-Sudani als Kandidaten des stärksten Blocks im Parlament, eine neue Regierung zu bilden.
Das irakische Parlament hat den kurdischen Politiker Abdul Latif Raschid zum neuen Präsidenten ernannt und damit nach mehr als einem Jahr politischer Blockade den Weg für die Bildung einer neuen Regierung freigemacht. 162 von 269 Abgeordneten stimmten am Donnerstag für den 78-Jährigen von der Patriotischen Union Kurdistans (YNK), sein Konkurrent und bislang amtierende Barham Salih (ebenfalls YNK) erhielt 99 Stimmen. Rêber Ahmed von der Demokratischen Partei Kurdistans (PDK) hatte vor der Abstimmung seine Kandidatur für das Amt des Präsidenten zurückgezogen und erklärt, die PDK unterstütze die Wahl von Raschid.

Wer ist Abdul Latif Raschid?
Abdul Latif Raschid wurde 1944 in Silêmanî geboren. Er gilt als langjähriger Weggefährte des Parteibegründers Celal Talabanî und ist mit Shahnaz Ibrahim Ahmed, die zum Exekutivausschuss des YNK-Politbüros gehört, verheiratet. Der in Großbritannien ausgebildete Ingenieur war von 2003 bis 2010 der für die Wasserversorgung zuständige Minister des Iraks in der Regierung von Nuri al-Maliki. Zuvor war er Projektleiter der Ernährungs- und Landwirtschaftsorganisation der Vereinten Nationen im Jemen und in Saudi-Arabien.

Abstimmung seit Monaten überfällig
Die Abstimmung über das Staatsoberhaupt war laut Verfassung seit Monaten überfällig. Sie verzögerte sich aber immer wieder, weil sich die führenden Parteien des Krisenlandes nicht auf einen Kandidaten einigen konnten. Raschid beauftragte Mohammed Schia al-Sudani als Kandidaten des stärksten Blocks im Parlament, eine neue Regierung zu bilden. Das derzeitige Kabinett unter Ministerpräsident Mustafa al-Kadhimi ist nur noch geschäftsführend im Amt.
Der Präsidentenkür war ein monatelanger Machtkampf vorausgegangen, bei dem es auch zu Gewalt kam. Zwar hat der Präsident im Irak eine überwiegend zeremonielle Funktion. Seine Ernennung ist jedoch ein kritischer Schritt bei der Bildung einer neuen Regierung. Durchsetzen konnten sich am Ende Parteien, die eng mit dem Iran verbunden sind. Sie werden auch in der neuen Regierung maßgeblichen Einfluss haben.

Das Nachsehen hat Moktada al-Sadr
Das Nachsehen hat vorerst deren Konkurrent, der schiitische Geistliche Moktada al-Sadr. Dessen Bewegung hatte bei der Wahl im Oktober die meisten Sitze im Parlament gewonnen. Al-Sadr gelang es jedoch nicht, ausreichend Partner zu finden, um eine Regierung nach seinem Wunsch zu bilden. Der Geistliche ordnete daraufhin zunächst den Rückzug aller seiner Abgeordneten aus dem Parlament an. Zugleich erhöhte er den Druck der Straße. Ende August kam es am Parlament zu tödlichen Zusammenstößen mit rivalisierenden schiitischen Milizen. Al-Sadr beendete danach den Protest. Er fordert jedoch weiter die Auflösung des Parlaments und Neuwahlen.

Angriff auf Grüne Zone
Im Vorfeld der Abstimmung gab es erneut einen Raketenangriff auf die hoch gesicherte Grüne Zone in Iraks Hauptstadt Bagdad, wie Sicherheitskräfte meldeten. Mehrere Menschen wurden dabei verletzt. Wer hinter dem Angriff steckte, war zunächst unklar. In der sogenannten Grünen Zone befinden sich unter anderem Parlament und Regierungspalast, auch auch zahlreiche westliche Botschaften sind dort zu finden.[1]
