Die Türkei hat große Reformschritte unternommen, um der Europäischen Union beitreten zu können. Bisher hat sie dabei allerdings die Kurdenfrage weitgehend ausgeklammert. Das deutsche Forum Menschenrechte erklärte jüngst: »Vor allem Menschenrechtler und Angehörige kurdischer Parteien und Organisationen sind nach wie vor in großem Umfang mit politischen Prozessen konfrontiert und von Haftstrafen bedroht.« Solange sich die Türkei nicht vom Verfassungsprinzip eines Nationalismus verabschiedet, der in der Praxis alle Staatsbürger ausgrenzt, deren Muttersprache nicht türkisch ist, kann in der Türkei von einer Gleichbehandlung aller Staatsbürger nicht ausgegangen werden.
Ohne die Lösung der kurdischen Frage kann die Türkei ihre menschenrechtlichen Defizite nicht überwinden, da die schweren kulturellen, politischen, sozialen und wirtschaftlichen Einschränkungen vor allem gegenüber der großen kurdischen Bevölkerung selbst eine zentrale Verletzung der Menschenrechte darstellen.
Ein zentraler Schlüssel zur EU liegt in der Lösung der Kurdenfrage.
Die ausgrenzende Behandlung der Kurden ist auch mit dem Selbstverständnis der EU unvereinbar. Im Vielvölker-Kontinent Europa ist es absurd, die Vielfalt von Kulturen, Völkern und Sprachen zu negieren. Eine Unterstützung des EU-Auf-nähme-Begehrens der Türkei bedeutet deshalb auch, alles zutun, damit endlich im Dialog und durch gezielte Schritte der Regierung der kurdischen Bevölkerung eine gleichberechtigte Existenz in der Türkei gesichert wird.
Wir bitten deshalb die Bundesregierung, die ein hohes Ansehen in der Türkei genießt, und die für die Vorverhandlungen zuständige Kommission der EU in Brüssel, im Dialog mit Ankara die Kurdenfrage auf die Tagesordnung zu setzen. Wir bitten, um ein deutliches Signal zur Dringlichkeit der Lösung dieses Problems. An Türken und Kurden appellieren wir, auf Gewalt zu verzichten, und die seit Jahrhunderten zwischen ihnen bestehende Freundschaftsbrücke wieder zu begehen, um miteinander im Dialog und im gegenseitigen Respekt die Aussöhnung zu suchen.
