He was born in 1967 in the Chuarbagh neighborhood of Sulaymaniyah. In 1985 he was admitted to the Department of Philosophy, College of Arts, Baghdad University. However, he dropped out of school for political reasons. In 2009, he graduated from the Department of Sociology, College of Humanities, Sulaymaniyah University.
In 1983, he joined the Kurdistan Revolutionary Union through the Martyr Snawbar Organization. In 1985, he became a member of the Kurdistan Workers' Association through the Martyr Aram Organization In 1986, he became a member of the main cell of the Shahid Mustafa sector of the Sulaymaniyah Committee of the Revolutionary Flag. In 1987, he became the head of a secret line of the Revolutionary Flag in Baghdad In 1991, he rejoined the Kurdistan Ranjdaran Association and in the same year, he became a member of the first committee of the Sulaymaniyah organizing headquarters.
In 1995, he opened a cadre course for the political leader of the Kurdistan Peshmerga Forces in Qalachualan. At the end of 1995, he was transferred to the Peshmerga Organization Headquarters.
In 1996, by the decision of Mr. Mam Jalal, he became the founder and head of the Institute of Cadres of Qalachualan. In 1997, he became the administrator of the Peshmerga Organization Headquarters. In 2001, after the establishment of the Bureau of Thought and Awareness, he became a member of the Bureau.

And He is currently an executive member of the Academy of Cadre Awareness and Training - Board of Cadre Training Center. Niaz Saeed Ali is one of the early writers and researchers who since 1994, has continuously paid special attention to research in the field of political Islam and secularism and the phenomenon of terrorism. He has conducted journalism on political Islam, courses and intellectual activities, lectures and seminars on political Islam, terrorism, secularism, meetings, social democracy, the art of etiquette, the art of speaking, communication, literature, PUK and electoral sociology He was a member of several conferences and plenary sessions and both congresses (2) and (3) of the PUK, in Jordan, Sweden, Lebanon, and Sulaymaniyah, participated in several workshops, congresses and conferences, between the years (2012-2013). He was the director of a joint cultural project between the PUK and the Swedish Social Democratic Party.
A number of his books and publications include (Kurdistan Islamic Union, an active surprising party), (Jund al-Islam in Kurdistan, who and what they want), (And supporters of Islam in Kurdistan, a branch and position for al-Qaeda).[1]
