He was born in 1948 in Van, North Kurdistan.

From 1991 to 1994, he was a member of the Turkish parliament on the Democratic Party list.
In 1994, when the campaign to arrest Kurdish politicians and members of parliament began, Ramzi Kartal and several comrades went abroad to continue their struggle.
1995-1999: Member of the Executive Council of the Kurdistan Parliament in Europe.
In 1999, the Kurdistan Parliament was dissolved and the KNK was formed. Ramzi Kartal became a member of the KNK's Executive Council.
From 2003 to 2011, he was a member of the Executive Committee of the People's Congress.
In 2011, he was co-chairman of the People's Congress.[1]
