$Vorbemerkung$
Mit Ausbruch des Konflikts in Syrien, der sich schnell von zunächst friedlichen Protesten 2011 zu einem internationalisierten Konflikt entwickelt hat, übernahmen die Kurd*innen 2012 die politische Kontrolle über sämtliche staatliche und militärische Einrichtungen und Institutionen der Zentralregierung in Nordsyrien. Die seither etablierte Demokratische Föderation Nordsyrien kann als politisches Projekt bezeichnet werden, das versucht, direktdemokratische Strukturen und Institutionen aufzubauen und die Konzentration politischer Macht zu reduzieren (Simşek 2018). Ziel der Regierungsform des »demokratischen Konföderalismus« ist nicht die (Wieder-)Errichtung autonomer Staatsstrukturen im nördlichen Teil Syrien (wie etwa im Nordirak in Form der Autonomen Region Kurdistan);
vielmehr geht es um eine Demokratie ohne Staat (Dinç 2020, 48) durch den Aufbau von kommunaler Selbstverwaltung und eines Rätesystems.
Rojava, das auf kurdisch »der Westen (von Kurdistan)« bedeutet, steht also für eine Demokratie, die antritt um den Staat zu dekonstruieren, aber nicht zu zerstören (Küçük /Özelçuk 2016). Dies ist deshalb bedeutsam, weil es darin nicht um die Etablierung eines Autonomiestatus gegenüber Syrien geht, sondern dieses Projekt sich vielmehr als Bestandteil des syrischen Staates versteht. Basisdemokratische Strukturen sollen in Rojava in jedem Stadtviertel, in jedem Straßenzug, in jedem Dorf, an Schulen oder in Kooperativen aufgebaut und erlernt werden (Exo 2018).[1]
