Mit einer außergewöhnlichen politischen Initiative reagiert die Stadt Wien auf anhaltende Verbrechen des IS: In einer von allen politischen Parteien getragenen und einstimmig am Mittwoch, 29-06-2016 angenommenen Resolution verurteilen die Gemeinderäte die Verbrechen des #IS# als Völkermord. Gleichzeitig appellieren die Mandatare an den UN-Sicherheitsrat, die Menschenrechtsverletzungen und Kriegsverbrechen des IS gegen Christen, Jesiden, Turkmenen, Kurden, Schiiten, Sunniten und viele andere religiöse und ethnische Minderheiten als Völkermord zu verurteilen. Die Initiative dazu kam von der ÖVP-Gemeinderätin Gudrun Kugler, die bereits vor Jahren die in Wien ansässige Beobachtungsstelle für Fälle von Intoleranz und Diskriminierung gegen Christen gegründet und bis vor kurzem auch geleitet hat.
Kugler verwies im Zusammenhang mit der Resolution, die in dieser Form erstmals von Mandataren in Österreich beschlossen wurde, auf ähnliche Entschließungen des Europaparlaments, des Europarats, sowie des US-Kongresses sowie des britischen House of Commons. Nun ist der UNO-Sicherheitsrat am Zug, so Kugler in einer Aussendung, die im Sinne der Wiener Resolution fordert, dass IS-Verantwortlichen für den Völkermord vor den Internationalen Strafgerichtshof gebracht werden müssen.
Gleichzeitig sprach sich Kugler für einen besseren Schutz von Christinnen und Christen in Flüchtlingsunterkünften aus. Diese seien gerade im Ramadan Übergriffen und Anfeindungen in den Flüchtlingsunterkünften ausgesetzt. In Österreich sei die Situation nicht ganz so dramatisch wie in Deutschland, dennoch gebe es unzählige Fälle von Drohungen und Mobbing. Es ist inakzeptabel, dass Menschen aufgrund ihres religiösen Bekenntnisses bedroht oder diskriminiert werden und gerade dann, wenn sie in Europa endlich in Sicherheit sind, wieder religiös motivierter Gewalt ausgesetzt sind, so Kugler. Ein entsprechender Antrag an die Wiener Stadtregierung zum verstärkten Schutz dieser Menschen fand im Gegensatz zur IS-Resolution jedoch keine Mehrheit im Gemeinderat.
In der Resolution gegen den IS-Genozid bekräftigen die Gemeinderäte von SPÖ, FPÖ, GRÜNE, ÖVP und NEOS unter Bezugnahmen auf die Entschließung des Europäischen Parlaments vom 4.2.2016 das Verbot von Waffenlieferungen an den IS und die Verurteilung der Zerstörung kultureller und religiöser Stätten. Darüber hinaus werden humanitäre Korridore und Schutzzonen gefordert, die von UN-Streitkräften gesichert werden. Weiters unterstützen die Wiener Mandatare die Forderung des Europaparlaments, wonach die EU-Mitgliedsstaaten Maßnahmen gegen Radikalisierung treffen und den vor dem IS-Terror Flüchtenden Sicherheit und Zukunftsaussichten bieten sollen.[1]
