He was born in 1937 in Harir town of Erbil province to a Christian family. He completed his education in Harir, Shaqlawa and #Erbil# in 1960-1961, He became a sports teacher in Ble and Barzan areas and in the Balakaity region. He became a member of the Iraqi Communist Party and then head of the party's regional committee. Because of his big love for Mustafa Barzani in 1963, he joined the Kurdistan Democratic Party (KDP) and participated in the September Revolution. He soon became the head of the PDK's Galala area committee In 1969, he became the head of the Balakaity regional committee of the Kurdistan Democratic Party (KDP). Because of his loyalty to the PDK, he was very important to Mustafa Barzani and was a close friend of Idris Barzani and Masoud Barzani. He played an active role in the establishment of the Kurdistan Defense Agency. At the age of 33, Hariri became the governor of Choman town from 1970 to 1974 after the March 11 agreement.
In 1979, he was elected as a reserve member of the PDK leadership at the ninth congress of the party. He was elected as a member of the leadership and then the Political Bureau of the party at the 10th, 11th and 12th congresses.
When the Kurdish parties came together to form a joint political and armed front, Franso became the PDK's representative in the Kurdistan Front, which was formed in 1988 between seven parties and the main parties in southern Kurdistan.
After August 31, 1996, Hariri became a minister in the third cabinet of the Kurdistan Regional Government but later disappeared from the post and became head of the second branch of the Kurdistan Regional Government and governor of #Erbil#.
On February 18, 2001, Franso Hariri was assassinated in a terrorist attack.[1]
