- Master's degree in Third World Development from the University of Bath, UK in 1995.
- Graduated from the Canadian College of Governance at Harvard University in the United States in 2001.
- For several years he was a member of the Bureau of the Public Relations Center of the Kurdistan Democratic Party (KDP). later in 1996, he became Deputy Superintendent of the Bureau.
- In the third cabinet, he was appointed deputy minister of agriculture and irrigation. He was appointed minister of the region in the fourth cabinet.
- In the fifth cabinet, he was appointed head of the Foreign Relations Office of the Kurdistan Regional Government.
- In the sixth cabinet, he was re-appointed to the responsibility of the Foreign Relations Office with the rank of minister.[1]
