Community Peacemaker Teams Iraqi Kurdistan
Laut Recherchen der Community Peacemaker Teams (CPT-IK) sind seit 1991 mindestens 845 Zivilist:innen bei türkischen und iranischen Angriffen in der Region Kurdistan im Irak getötet oder verletzt worden
Die NGO Community Peacemaker Teams (CPT-IK) hat in Silêmanî einen Bericht über zivile Opfer durch türkische und iranische Militäreinsätze in der Region Kurdistan im Irak vorgestellt. „Seit den 1980er Jahren haben die Türkei und der Iran militärische Operationen im Nordirak durchgeführt, die angeblich gegen verschiedene bewaffnete nichtstaatliche kurdische Oppositionsgruppen wie die Arbeiterpartei Kurdistans (#PKK#) und mit ihr verbundene bewaffnete Gruppen sowie die Demokratische Partei Kurdistans (KDP-I) gerichtet waren. Dieser Bericht konzentriert sich auf die Auswirkungen auf die Zivilbevölkerung seit der Gründung des halbautonomen irakischen Kurdistans im Jahr 1991“, erklärte die NGO.

Gezielte Angriffe auf die Zivilbevölkerung
In dem Bericht werden die unmittelbaren Schäden für die Zivilbevölkerung - Tote und Verletzte - und die weiterreichenden Auswirkungen auf das zivile Leben zusammengetragen, dokumentiert und verifiziert. „Die umfangreichen Militäroperationen der türkischen und iranischen Streitkräfte haben zu Zwangsumsiedlungen, Umweltschäden, der Zerstörung der zivilen Infrastruktur und sozioökonomischen Härten geführt“, stellte die CPT-IK fest. Die Zivilbevölkerung werde gezielt angegriffen, mindestens 170 Dörfer seien entvölkert worden.

425 Tote seit 1991
Laut dem Bericht wurden in der Region seit 1991 insgesamt 845 Zivilist:innen bei türkischen und iranischen Angriffen getötet oder verletzt. Die Militäreinsätze der Türkei führten demnach zu 344 Toten und 358 Verletzten, die des Iran zu mindestens 81 Toten und 62 Verletzten. Unter den Todesopfern seien 194 Kinder und 204 Frauen.

Für die meisten Opfer ist die Türkei verantwortlich
Die türkische Armee sei somit für 83 Prozent der getöteten und verletzten Zivilist:innen verantwortlich, teilte die NGO mit: „39 Prozent dieser Opfer sind zwischen 2018 und 2024 zu beklagen, was auf eine rasche Zunahme der Militäroperationen in Irakisch-Kurdistan zurückzuführen ist. Die im Dezember 2017 begonnenen ,Claw-Operationen zielen darauf ab, eine Pufferzone zu schaffen, die den größten Teil der 360 Kilometer langen Grenzregion zwischen Irak und der Türkei umfasst. Bis heute hat die Türkei 74 Militärstützpunkte in Irakisch-Kurdistan errichtet. Die türkische Militärpräsenz und die Operationen haben zur Vertreibung von Tausenden von Menschen aus mindestens 170 Dörfern geführt, wobei weitere 602 Dörfer von Vertreibung bedroht sind, während gleichzeitig die lokale Wirtschaft, die Lebensgrundlagen und die Lebensweise der Einheimischen stark beeinträchtigt werden. Die Tatsache, dass die meisten Opfer (59 Prozent) zu Hause oder in der Landwirtschaft zu beklagen waren, unterstreicht die Tatsache, dass die Zivilbevölkerung immer wieder ins Visier genommen wird. Besonders besorgniserregend ist die Tatsache, dass 28 Prozent der Opfer Kinder sind.“

Angriffe der iranischen Revolutionsgarden
Das Korps der Islamischen Revolutionsgarden Irans (IRGC) wird für 17 Prozent der zivilen Opfer in der Kurdistan verantwortlich gemacht. Der Iran hat laut dem Bericht seit 2013 mindestens 151 Militärstützpunkte entlang der iranisch-irakischen Grenze errichtet, was zu Opfern unter der Zivilbevölkerung und zu Vertreibungen aufgrund von Bombardierungen, Landminen und Kleinwaffenbeschuss von den Stützpunkten aus geführt habe. Über die Hälfte der Betroffenen sei zu Hause oder in der Landwirtschaft getötet oder verletzt worden.

Bericht in mehreren Sprachen veröffentlicht
Der am Mittwoch auf einer Pressekonferenz in Silêmanî vorgestellte Bericht umfasst 28 Seiten mit zahlreichen Grafiken und liegt auch auf Englisch vor.[1]
