He was born in 1956 in Malat area of Piturg, North Kurdistan. He holds a bachelor's degree in administration from Istanbul University. At the age of 16, despite being a student he worked as a journalist for the Istanbul newspaper Dunya. Ramazan Öztürk has lived in Istanbul since the age of 12 and has worked as a journalist for several newspapers and magazines such as Gün, Aden, Sabah, Star, Yeni Şafak and Yeni Binin and many years of his life he was known as a war journalist. Öztürk was one of the journalists who went through to report the war and the tragedy of the citizens of Halabja. He arrived in Halabja on 18-03-1988 from Iran with a number of colleagues from different countries. He brought the tragedy to the world in his newspaper through the greatest and most influential picture of his, the picture of Omar Khawar.[1]
