The doctrine of staffing is an indisputable part of the doctrine of combat. The so-called ISIS has caused moral violations that the region has not witnessed since the decline of the Ottoman occupation. It has caused suffering to million of people. Of course, there is relative credibility in most of them , but in general, in order for to be able to understand the staffing doctrine of ISIS, one must understand the mentality of the people who joined it. ISIS has woven many myths around itself, including, for example that their state will ”remain and expand” that you are the saved group and that their victory comes from God. The organization did not limit its staffing operations to Muslim men only, but also targeted women and children. Based on the saying, ”if you are not with me, your against me”. The organization followed these two methods simultaneously in its staffing operation.

Several events that emerged in the period preceding his visit indicate that ISIS ideology is the result of an intellectual hybridization between the ideologies of Al-QAEDA and Baath party.[1]
